There is a molecule with the empirical components ClO3. It is called chlorine hexoxide. The downside with unpaired electrons is they want to be joined up with some other electrons. The result is that ClO3 will form a dimer, Cl2O6 through which all electrons can be paired and the two Cl atoms will be joined by means of a single bond.
The structure will basically look like ClO3^- however with one less electrons. That structure will likely be unstable as a result of the only electrons. See the second example on the third link. It displays ClO3^-. Then consider taking one electron clear of the Cl atom. That will have to be a coarse approximation of the Lewis structure of chlorine trioxide.
